James D. Simmons
President
As founder and President of CCI, Mr. Simmons brings thirty years of
experience and a vast array of time tested and proven skills to each
project. His long career in project design, entitlement negotiations,
creative legislative lobbying, and public relations have given CCI a
unique and highly successful position in California as well as the National
and international project and political arenas.
Mr. Simmons has surrounded himself with top flight professionals and
integrated them into all phases of the Companies work product. Guidance
is provided to all team members associated with the project process
while maintaining close personal contract with the client. The management
methods applied at CCI produce exceptional work product and long term
relationships with employees and associates.
Mr. Simmons has demonstrated superb negotiating and public presentation
skills. He has successfully made complicated and, at times, difficult
presentations in local, state, national and international public settings.
Successful representation of socially, politically and environmentally
sensitive projects has become the hallmark of the firm.

Mike Jefferson
Vice President Environmental Services
As vice president of CCI, Mr. Jefferson is responsible for the preparation
of proposals, contract negotiations, overall coordination and administration
of project and construction management activities. In addition, Mike
is responsible for the management of the biological and GIS departments
within CCI. As the head of the environmental division, Mike is the lead
negotiator for all local, state and federal Agency negotiations pertaining
to the entitlement and environmental permitting process.
Matt Simmons
Vice President of Field Operations
Mr. Simmons brings to CCI over eight years of project management experience
in the construction of large residential tract home developments. As
the project manager responsible for the construction of over eight hundred
high end homes in San Diego’s North County, Mr. Simmons has proven
himself to be an effective manager who brings his projects in on budget
and schedule. Previous to taking over CCI’s field operations he
worked for three of the Nation’s largest builders, Shea Homes,
Ryland Homes and Centex Homes, where he won many awards including the
nationally recognized Five Star Builders of Excellence Award, employee
of the year1996 and the prestigious Golden Eagle Award.
Matthew R. Simmons
Vice President of Governmental Relations
Matthew comes to CCI from The Ferguson Group, a Washington, DC-based
lobbying firm, where he has worked since 2001. While primarily based
in the San Diego region, he will expand CCI’s federal representation
operations by maintaining a part-time presence in Washington, DC.
As a Principal with The Ferguson Group, Matt specialized in federal
representation of municipal governments, public utilities, private developers
and defense industry contractors. In this role, Matt served as the primary
liaison between his clients, federal agencies and the U.S. Congress.
Matt’s representation focused on issues involving energy and water
regulation, environmental and regulatory compliance, defense issues
and general policy and appropriations.
Prior to working at The Ferguson Group, Matt worked for Congressman
Duncan Hunter (CA-52) for ten years. As Rep. Hunter’s legislative
director, Matt’s primary roles included advising the Congressman
on policy and legislative issues, developing and advancing the agenda
of the office and management of the office’s legislative staff.
Matt received a B.A. in political science from San Diego State University
in 1991. He has lived and worked in the Washington, DC area since 1992.
Jason Simmons
Vice President Operations
Having managed numerous projects through inception, design, and completion,
Jason has 10 years experience in the following areas of expertise: Land
use, general planning, zoning, project design, cost analysis, project
management, habitat management and restoration, permit acquisition,
and environmental analysis. His focus now is on the optimal business
structure for CCI, from AR & AP, to proper billing and efficient
project management for all CCI clients. The implementation of CCI’s
new “Vision” software allows CCI to function as one collaborative
unit on hundreds of facets of multiple projects. Jason was instrumental
in developing the Best Management practices for all internal operations
at CCI, that allows the team to give all our clients the optimum service
they are used to receiving. He oversees all proposals, contracts, billing,
receivables, project management, business development, marketing, payroll,
hiring and information technology.
