Redevelopment Projects

As a consulting group, Consultants Collaborative has had a broad spectrum of experience in the redevelopment process ranging from land use planning through the financing of both public and private projects. As a former member of the San Marcos City Council Jim Simmons was appointed to work with the City Staff to design and promote a plan that has to date produced the Vallecitos/Price Club center, the Cal State San Marcos campus, the Heart of the City Specific Plan, and the New City Hall Civic Complex in San Marcos, as well as a number of successful owner participation agreements for public private partnerships.

Project Management

CCI understands that planning work is multi-faceted, requiring participation from a variety of specialists. Our approach to project management stresses clear communication and careful organization. By maintaining a positive interactive approach, we achieve high performance from all team members and complete projects on schedule on budget.

Waste Management

A special branch of CCI is devoted to this important environmental management field. Experts at CCI are well versed in all aspects of waste management including resource recovery and recycling programs, wastewater treatment programs, and hazardous materials management and disposal. Our primary focus is working with the public and private sectors to determine project feasibility and solve the complex problems of implementation and management of non-traditional waste management solutions.

Land Use Planning

A major focus of CCI is land use planning from project conception through implementation. Our services include feasibility studies, environmental analysis, physical site design, processing of entitlements, production of Specific Plans and other planning documents. Our projects range from small residential and commercial developments to thousand acre master planned communities.

Consensus Building

Communication skills are the most valuable assets of the CCI team. We utilize these skills to bring groups with differing interests together to reach consensus. Our positive approach allows us to keep controversy to a minimum and concentrate on finding effective resolutions to community concerns.

Environmental Analysis

CCI's knowledge of sensitive environmental issues enable us to advise our clients of potential environmental opportunities and constraints on their properties in initial planning stages. We are able to provide environmental assessments, environmental impact reports, manage environmental studies with a network of scientific experts, assess environmental mitigation plans, and assist in locating mitigation properties. We understand the regulatory process and have taken care to develop a cordial working relationship with environmental regulatory agencies so that we may negotiate appropriate and reasonable mitigation plans when required.

Governmental Relations

CCI combines knowledge of governmental and regulatory processes with a personal approach in dealing with governments. Our years of experience and success in obtaining development approvals and negotiating financial agreements has established our favorable reputation in Southern California. We are able to draw upon our network of colleagues in government to obtain the information and cooperation we need to process our clients' projects.

Facility Planning

CCI assists public agencies and private industry in development of facility plans. These efforts include infrastructure planning, school facility master plans, financing programs and development fee studies.

Habitat Management

Plans CCI has a pivotal role in the comprehensive regional habitat management planning efforts underway in Southern California. Our role in these projects is project management, policy development and facilitation of decision-making by community leaders. Upon implementation of the plans, sensitive habitat lands will be identified and a mechanism for their coordinated acquisition and preservation will be in place. As a result, public facilities and private development can proceed more efficiently and avoid prolonged planning and negotiation with environmental regulatory agencies.

Expert Witness

Jim Simmons provides expert testimony at trial, for depositions and in assisting counsel in deposing the opposing witnesses. We also provide support and research for the litigation team. Jim Simmons and the CCI staff have extensive experience in the following areas of expertise: Land use, general plan, zoning, project design, cost analysis, project management, industry standard of care, view analysis, environmental analysis, as well as other land use planning functions. We are comprehensive thorough and creative in our approach to providing solutions to difficult litigation problems.
